VISIT  OF THE CIS INTERSTATE AVIATION COMMITTEE (IAC) DELEGATION TO THE REPUBLIC OF ARMENIA 

For a two-day working visit Mrs Tatiana Anodina (Chairman of IAC),                      Mr. Alexandr Filatov (Deputy Chairman of IAC) and Mrs Vera Samoylova (Chairman of Administrative-organizational commission of IAC) were in Armenia. The visit had a working and familiarization nature.  Mrs Anodina last time was in Armenia three years ago. She noticed the positive progresses this time.

The IAC Chairman and headed by her delegation made a tour around the “Zvartnots” airport territory and underlined the privileges of our airport in the region: it’s being equipped with the technical facilities, service by the European standards. Mrs. Anodina has been also familiarized with the heating, fanning and air conditioning, fire fighting systems, and seismic system, which reduces the seismic fluctuations up to 70%. The members of the delegation have also visited “ARMATS” CJSC and                   “Armavia”-Aviacompany LLC. Mrs. Anodina was pleased, that this working and familiarization visit of her was accompanied by so positive impressions. “The available successes are the result of         Mr. Artyom Movsesyan’s devotion to work and the field”, - underlined Mrs Anodina.

The President of the Republic of Armenia – Mr. Serge Sargsyan, met Mrs. Tatiana Anodina (Chariman of IAC) and Mr. Artyom Movsesyan (Dirctor General of Civil Aviation, GDCA Republic of Armenia). According to the information of the President’s Press-office, the President of the Republic of Armenia has positively assessed the cooperation experience expanded during the 18 years of IAC existence, and emphasized, that Armenia is ready to continue and extend the cooperation targeted to the aviation safety of our country. Mrs. Anodina has presented to Mr. Sargsyan’s the attention the activities in various directions and current programmes, performed by the IAC.
Later  the  Chariman of  IAC  Tatyana Anodina and  The  Dirctor General of Civil Aviation, GDCA Republic of Armenia  Artyom Mivsesyan visited to the Panteon and Erablur.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

The working day was concluded by the meeting with the Managerial staff of the General Department of Civil Aviation at the Government of the Republic of Armenia, as well as a press-conference was held. At the beginning of the meeting with journalists, the IAC Chairman has remembered that she was present at the opening ceremony of “Zvartnots” Airpport in 1967. Indicating the importance of aviation field, Mrs. Anodina in particular underlined its strategic significance. Mrs. Anodina has presented to the journalists the IAC activity overview, after which answered their questions. She gave a positive assessment to the present level of Civil Aviation of Armenia and particularly emphasized the high level of flight safety. Not forgetting to underline the high qualification and skills of Armenian aviators, Mrs. Anodina said, that Armenia has professional specialists in this field and that Armenian aviators grew up in the aviation spirit. In her speech, Mrs. Anodina said, that sufficient work was performed in the legislation of this field. Answering the journalist’s question, regarding: “As the IAC Chairman, what changes could be performed in our legislation?”,  Mrs. Anodina told, that there is no any lack or deficiency, it’s ideal. It’s also ideal from flight safety point of view, which is extremely important. Mrs. Anodina has noticed, that all this was possible to achieve thanks to the properly organized and professional management and in this context she has highly appreciated the GDCA RA Director’s General input in the matter of proper conducting of business, as only that way there would be possible to reach the result available at present.

FATAL ACCIDENT

TU-154 airplane of “Caspian Airlines” operated flight CPN-7908 from Tehran to Yerevan on 15 July 2009 has been crashed at 12:18. The fatal accident took place 16 minutes after the take-off from Imam Khomeini International Airport, near the city of Qazvin (Iran). There were 153 passengers and 15 crew members on board of the airplane. 35 were of Armenian nationality, 5 of which - the citizens of the Republic of Armenia (3 passengers and 2 aircraft maintenance staff). According to the preliminary data, besides the Iranian citizens, there were 2 citizens of Georgia and the USA onboard. There were also 4 children onboard.

By the Order of the Director General of the General Department of Civil Aviation at the Government of the Republic of Armenia (GDCA RA) an Operative Headquarter has been established immediately. At the departure, arrival halls of “Zvartnots” airport and in the territory of the Headquarter a medical assistance have been provided to the relatives (approximately 40) of the victims, two persons have been hospitalized. As it was mentioned by the Reprsentative of “Caspian Airlines” – Mr Arlen Davoudyan, the airline has arranged the transportation of the relatives of victims to Tehran on 16 July 2009.
The reasons of the accident are under investigation. The activities to find aircraft flight data recorders are ongoing.

           On November 21, 2008 in Washington D.C. of  USA an intergovernmental “Agreement  on Air Transport between the Republic of Armenia and the United States of America” (hereinafter Agreement) was signed between the Republic of Armenia and the USA. On behalf of the Republic of Armenia the Agreement was signed by Artyom Movsesyan, the Head of the General Department of Civil Aviation at the Government of the Republic of Armenia and on behalf of the USA by Daniel Freed, the Deputy Secretary of the Department of State of the USA. The Agreement is also called the “Open Sky” Agreement, as it gives much privileges to the air operators, paying serious attention to the flight and aviation securities and defending the rights of the passengers. This Agreement is also very important, according to the necessity of the regular air transport, development of the economical and communication relationships between two countries.  It is also nice to mention, that on November 18-19 the Senior Representative of the Federal Aviation Administration of the USA in Russia and CIS Mr. Brian E. Staurseth visited Yerevan  to be presented the level of control of  the flight safety in the field of Civil Aviation of the Republic of Armenia. 
            During the visit the Administration of the Civil Aviation of Armenia presented the recent developments of the field of aviation in Armenia, which are connected with the organization of the flight and aviation securities, procedures of issuing the certificates to air operators and giving permits for flights, control of air navigation services, the plan and the procedure of developing the airports  “Zvartnots” and “Shirak”.
            The goal of the visit of the Representative was also to present to the Administration of Civil Aviation of Armenia the procedures which are being taken by the FAA of USA to give permits to foreign air companies to operate flights to/from USA. These procedures assume checking and  marking of the fields of flights and aviation securities by the relevant departments of the USA. The mark can be either Category 1 or Category 2. If it is Category 1, it means, that the Armenian air operator can operate flights to/from USA, which must  request the permition  before checking. According to the Representative, the procedure of giving permition takes from 6 to 8 months. After that it will be possible to operate flights to/from the States and cities of the USA. This fact will help to develop the tourism and will give a good chance to the passengers to travel more comfortable.
