Armenian cargo aircraft suffered aviation incident in Iran at night, on 28 March 2006. The aircraft belonged to Armenian "Phoenix" Airlines, which performs cargo air services.
The AN-12 cargo aircraft was realizing a flight from Tehran "Payam" airport to the city Sharzha.
After some time from the start of the flight, in 40 kilometers to the North from Tehran the aircraft stroke into a bird flock. In result of the collision 3 of the 4 engines of the aircraft were disabled.
The captain of the aircraft realized an emergency landing.
The 12 members of the crew managed to leave the aircraft before it was burnt (Their lives are secure from danger).
The Iranian aviation authorities carried out the investigation of the incident. Representatives of Flight Safety Inspection Department of the General Department of Civil Aviation were involved in the investigation activities as well.
Meeting of the Heads of the General Departments of Civil Aviation of ICAO member states was held on 20-22 March in Montreal.
ARTYOM MOVSESYAN, Director General of the General Department of Civil Aviation at the Government of the Republic of Armenia attended the meeting as well.
The aviation authorities of ICAO member states discussed the issues related to the strategies of flight safety in particular.
In the result of extensive discussions the parties decided to establish a new Annex to the Chicago Convention, which will include special provisions on flight safety only.
The ICAO oversight audit revealed that the countries of the European (including Armenia) and American regions have positive indexes for maintenance of aviation safety regulations.
566 delegates from 153 countries of the world and 26 international organizations took part in ICAO Conference.
ICAO will realize regular oversight audit of flight safety in the member countries in 2007.
www.icao.intFrom 10 April through 30 June 2006, "Zvartnots" International Airport in Yerevan will not realize flight and landing operations from 10:30 a.m. till 20:00 p.m. The reason for transition to night flight schedule is the repair work of the 1.2 km long section of the takeoff strip.
On 1 March 2006, Armenia became EUROCONTROL's 36th Member State. Armenia has developed, jointly with the EUROCONTROL Agency, a master plan for the modernization of its air traffic control services.
"The accession of Armenia to EUROCONTROL is a most welcome development, which is fully in line with our overall objective of developing a seamless pan-European air traffic management system," Victor M. Aguado, the Director General of EUROCONTROL said.

From the first half of 2005 the General Department of Civil Aviation started the activities aimed at raising the status of Gyumri "Shirak" Airport, as well as to the improvement of the conditions of passengers' services.
It is planned to raise the status of the airport in 2006, which anticipates certification of the aerodrome in compliance with the 1st grade standard of the landing minimum of ICAO (550x60m). This is a multistage process that includes:
The General Department of Civil Aviation at the Government of the RA in cooperation with the professional organization of the Russian Federation realized the first phase of the above-mentioned stages in 2005.
On the instruction of the President of the Republic of Armenian the General Department of Civil Aviation at the Government of the RA has elaborated technical requirements specification, estimated the approximate scope of work, and negotiated with professional organizations to select an in order to select an implementing contractor.
The work is planned to realize during the period of 2006-2007. The financing issues are currently being discussed. It is expected that the major part of the financial support will be provided from the state budget. According to rough estimate the major repair of the airport will cost about 4 million USD.
P.S. On 2 March 2006 the RA Government decided to allocate 67.500.000 AMD from the governmental reserve funds provided by the 2006 State Budget to the General Department of Civil Aviation at the Government of the RA for elaboration of design and estimate documentation for the major repair of Gyumri "Shirak" Airport of Shirak Province of the RA.
The Republic of Armenia was the first NIS Country, which joined The European Civil Aviation Conference (ECAC) in 1996.
ECAC is an intergovernmental organization, which was founded in 1955 by International Civil Aviation Organization (ICAO).
ECAC, which currently consists of 42 Member States, has the aim to harmonize civil aviation policies and practices amongst its Member States. In doing so the organization emphasizes the development of a flight, as well as aviation safety spheres.
ECAC has its official quarterly periodical. Each issue covers the activities of the entity, which coordinates the Civil Aviation sphere of the Member States.
The first issue of the ECAC journal this year tells about the General Department of Civil Aviation at the Government of the RA.
Mr. ATYOM MOVSISYAN, Head of the General Department of Civil Aviation provided detailed information on the organizational structure and activities of the department, as well as the achievements of the air navigation (aeronautical) system, the new terminal city of "Zvartnots" International Airport, developments of the aviation safety and adjacent services. He also referred to the history of the establishment of "Armavia" Air Company, re-equipment with new aircraft and the geographical issues of the flights.
The list of the necessary documents provided by the Agreement on "Visa Free Visits of the Citizens of the Republic of Armenia and the Russian Federation," signed between the Governments of the Republic of Armenia and the Russian Federation on 25 September 2000, has been changed.
From 24 September 2005 the citizens of both states may enter and/or leave the territory of the other state, travel and stay in the given state without the visa. One is required just to have one of the following identifying documents:
