In the result of the six-month negotiations between the General Department of Civil Aviation at the Government of RA and the Concessionaire (“Armenia International Airports” CJSC) an agreement has been concluded to transfer the Fire Fighting service to the Concessionaire.
This decision is stipulated by the needs to correspond the fire fighting system in “Zvartnots” international airport with the requirements of Chicago Convention and to introduce new technologies, particularly for improving the quality of work of the airport fire and rescue units
in case of fire or emergencies in the territory of the airport, as well as to obtain new equipment.
Basic and principal changes will be done in the Fire Fighting service, in the result of which the Concessionaire will be able to provide Fire Protection within one year in accordance with
ICAO category 8th.

The Government of RA has also approved the draft decision.

On July26, 2006 the GDCA at the Government of RA received an official report from the Interstate Aviation Committee (IAC) about the investigation results of A-320 accident.
The Commission of IAC, which was involving the representatives of Russian Transport Inspection, Russian air navigation, aviation authorities of Russian Federation and the Republic of Armenia and with the participation of the French specialists, who have designed and manufactured the aircraft, has completed the investigation of A-320 accident belonging to “Armavia” air company.
The crash happened on May 3,2006 at 02:13(Moscow time) in the vicinity of Sochi airport.
The investigation has been carried out in accordance with ICAO standards, the Interstate Agreement signed between 12 regional states, including as well Russia and Armenia and the Investigation rules of civil aircraft aviation occurrences approved by the Russian Government.
As it was told, at 6 kilometers from the shore line the aircraft came into collision with the water surface of the Black Sea, crashed and sank. All the people on board: crewmembers and 105 passengers were killed.
During the investigation all the documents concerning the aircraft, the crew and service providing departments were collected and studied and the decoding and analysis of the aircraft objective control and on ground recording devices were carried out.
With the help of modeling and situation simulating equipment, the professional group of Russian, Armenian and French specialists has carried out special studies to reveal the conditions and circumstances of the accident in authentic timing synchronization.
In the result of the investigation the following has been revealed that:
The aircraft, while carrying out the flight by autopilot, was on the correct final approach, when according to the controller’s instruction, which was stipulated by poor meteo conditions
(lower ceiling), at about 340m height, the crew stopped to descend and started right turn by climbing.
During that turn the captain switched off the autopilot and after short climbing in the conditions of losing horizontal and vertical aircraft positioning control, started to descend manually.
During such non- adequate operations carried out by the captain, the co-pilot’s necessary descent monitoring of the parameters (pitch angle, height, vertical speed) was absent, too. The later crew actions were directed to the required climbing and the ground proximity warning system signals were non- coordinated and insufficient to stop the aircraft descending.
There were no engine or system failures, the aircraft reacted both to the autopilot and manual operations by the crew. The quantity of fuel was enough to carry out a safe flight.

The Commission has worked out suggestions to avoid such accidents in the air.

Today  the Minister of  RF Transport  Igor  Levitin and  the President of CIS  Interstate  Aviation Committee  Tatiana  Anodina have arrived  at Yerevan  with an official  visit. The latter  has had  a meeting  with  the Head   of the  General  Department  of Civil  Aviation  at  RA Government  Artyom Movsesyan.

They  held  discussions  on the final results of the  Investigation  of A-320 crashed in Sochi on May 3rd.

The Interstate  Aviation  Committee will publish the final  conclusion about the crash in about two weeks when the investigation is wholly completed.

Today in Toulouse, France, Interstate Aviation Committee has completed the crash simulation work of A-320/EK-32009/.

The simulation of the crash was carried  out in Airbus SAS company with the participation of Armenian and Russian  Aviation Authorities and  the Specialists of Investigation and Analysis  Bureau of France.

The specialists of the Committee, investigating the crash consequences, were able  to simulate the crash with the  help of the simulator comparing the voice  and flight parameters   of the recorders.

In the result of the simulation the Committee has found out new important information, which will be compared with the existing data, only after which Interstate Aviation Committee will  submit a final  conclusion.

The investigating  subgroups of the Interstate Aviation Committee are going to finish the professional  discussions on July10,2006.

On  June 17, 2006 in  Interstate  Aviation  Committee  the deciphering work of  A-320 recorders parameters  and the time co-ordination  of the objective  monitoring  aids  of  radio-telephony communication  records (ATC recorders, radar) were completed.

The aircraft recorder had recorded information of eight flights (including the crashed  flight) within April 30- May 3, 2006. The total duration of the recording was  26  hours 20 minutes including the whole recording  of  the last flight (1hour 26 minutes).

The following  has been revealed  on the basis  of the last flight  decoding results:

  1. the aircraft wasn’t  destroyed  in the air
  2. the engines had been  running till the moment  of the collision with the water surface
  3. there had been enough quantity  of fuel on board  for carrying  out a safe flight
  4. at the last  moment the flight was being carried  out by manual  mode with switched-off autopilot.

The  Committee  has started  a complex analysis of the records of the  objective monitoring  aids, during which A-320 flight  simulation will be executed  on the  simulator in authentic conditions.

In the result of the analysis and  investigation a conclusion will be drawn  on the reasons  of the crash and assignments will be issued  on the flight safety.
