Activities

The Aviation Safety Twinning Project work plan includes the following components:

Component 0: General Activities/ Twinning Project Management

•    Launching of the project

•    Final conference

Component 1:   Assessment & Analysis of the current situation

•    Evaluate current regulation system situation and Implementation program of JARs or replacing EASA rules

•    Evaluate  Licensing , Operations and Airworthiness regulation situation

•    Arrange seminar on Implementation programme for the new aviation regulation based on EU aviation safety rules

•    Arrange seminar on EU / EASA aviation safety regulations

•    Monitor implementation of safety regulation

Component 2. Implementation of EU Aviation Safety Regulations and on-the-job training

•    Organise series of workshops, overall 21,  on

o    Crew licensing,  

o    Maintenance Organisations Approvals

o    Continuing Airworthiness

o    Certifying Staff

o    Training Organisations Requirements

o    Commercial Air Transportation

o    Airworthiness and environmental certification of aircraft and related products certification specifications for aircraft engine emissions and fuel venting,  

o    certification Specifications for aircraft noise

•    Arrange on the job trainings and study visits (3) of Armenian experts to Spain on aviation safety, Operations and aviation safety, Airworthiness and on aviation safety, Maintenance

Component 3:  Research on economic regulations affecting air transport and strategic issues.

•    Research  European National laws and practices concerning economic issues in Airports

•    Research  European National laws and practices concerning economic issues in Air Traffic Management

•    Research   European National laws and practices concerning economic issues of Air Operators Certificates (AOC)

•    Arrange  a workshop on economic regulation in Air Operators Certification

•    Arrange  a workshop on economic regulation in airports and ATM

•    Arrangement  a seminar in Spain on civil aviation strategic issues

Component 4:  Information Systems.

•    Define terms of reference for crew members registers system; management of technical documentation; management of a civil aviation state register.

•    Define  a computerised system for a computerised questions bank regarding aeronautical licensing; and the Armenian GDCA information system

•    Assess the information system to be implemented

•    Arrange a workshop on information systems.

•    Organise secondment of an Armenian GDCA information system expert to the Spanish Aviation safety Agency.
